Want to post photos on the pages.

I would like to post photos on the pages but do not see that as an option. Do I need to be designated a writer by foggy bottom in order to do this?
I noticed that Patrick Treadway has the same issue.
Or do I need to email the photos to foggy bottom for him to post?
